Punjab was flooded in 2025 mainly because of extremely heavy rain in the Himalayas, overflowing rivers and dams, and human mistakes like weak embankments, encroachment on floodplains, and poor drainage planning.
What actually happened
In late August and early September 2025, Punjab saw its worst floods since 1988, with about 1,400 villages in more than 13 districts under water. Heavy monsoon rain in Himachal Pradesh and Jammu & Kashmir quickly filled rivers like the Sutlej, Beas, Ravi and Ghaggar, sending a sudden surge of water into Punjab.
Major reservoirs such as Bhakra, Pong and Ranjit Sagar dams also had very high-water levels, and surplus water had to be released, which increased flooding in downstream districts of Punjab. Total monsoon rainfall in northwestern India was above normal in 2025, which kept river levels high for many days.
Natural reasons
There was “extreme” and “prolonged” rainfall in the western Himalayas and northwestern India because of an active monsoon trough, western disturbances, and cyclonic systems. This led to cloudburst-type heavy downpours and very high surface runoff, which rapidly raised water levels in the Sutlej, Beas, Ravi and Ghaggar.
Scientists link these intense, short-duration rains to climate change, which is making heavy rainfall events more frequent and unpredictable in this region. Punjab’s flat plains and location downstream of snow and rain-fed rivers naturally make it vulnerable when upstream states receive extreme rain.
Human-made reasons
Flood protection embankments (Dhussi Bandhs) along major rivers were poorly maintained and some were weak or breached during the flood, allowing river water to spread into villages and fields. Years of silt deposition in rivers, canals and dams reduced their capacity, and desilting was not done properly before the monsoon, so channels overflowed more easily.
Urbanization and encroachment on natural drainage systems, village ponds, choes (seasonal rivulets) and floodplains blocked the natural path of water, worsening flooding in both rural and city areas like Mohali, Ludhiana, Jalandhar and Amritsar. Outdated and clogged sewerage and drainage systems in these cities could not handle high-intensity rain, leading to serious urban flash floods.
Role of dams and water management
Water was held at near-full levels in big reservoirs like Bhakra, Pong and Ranjit Sagar even when heavy rainfall was forecast, which left less buffer to absorb sudden inflows. When intense rain came, large releases from these dams were made to protect dam safety, but this sharply increased water levels in downstream rivers and contributed to flooding in Punjab.
Experts have pointed to weak coordination between dam authorities, state irrigation departments and disaster management agencies, as well as delayed or insufficient early warnings to downstream populations. Failures like a gate problem at the Madhopur barrage in 2025 also reportedly worsened downstream flooding.
